What Arcadia roofs are up against.

Arcadia sits at the foot of the San Gabriel Mountains, and its summers are hot and dry. That heat and UV bakes south-facing slopes and dries out tile underlayment, while the mature trees that shade so many Arcadia streets — and the Arboretum nearby — drop steady debris into valleys and gutters. The city blends older tree-canopied neighborhoods with a large number of newer, bigger homes, and tile dominates both. On the older homes the underlayment under decades-old tile is the usual culprit; on the newer ones it is the workmanship details at the many valleys, hips, and penetrations a larger roof carries. Santa Ana winds off the foothills add wind exposure on the ridgelines. A roof here has to handle heat, debris, and a lot of tile.

Energy / cool roof (Title 24)

Arcadia sits in California Energy Commission Climate Zone 9. Under Title 24, Part 6, a low-slope or flat roof here must use a cool-roof product (aged solar reflectance of at least 0.63 and thermal emittance of at least 0.75 — roughly SRI 75) when you replace 50% or more of the roof or about 1,000 sq ft or more. Steep-slope (pitched) residential roofs in Climate Zone 9 are exempt from the cool-roof requirement, so standard shingle or tile is fine. Small like-for-like repairs generally don't trigger it. Fire — foothill parcels

Arcadia's northern foothill neighborhoods near the Angeles National Forest are in a Very High Fire Hazard Severity Zone — over 1,000 parcels on CAL FIRE's 2025 map — where Chapter 7A requires a Class A roof assembly and ember-resistant construction; the flatter southern city isn't. Decking / sheathing

Many older Arcadia homes were built with spaced 1×6 “skip” sheathing under the original roof. For a modern shingle or tile system — and for a Class A assembly — that decking often has to be overlaid with solid sheathing, and any rotted boards replaced.
