The City of Los Angeles spans California Energy Commission Climate Zones 6 (coastal), 8, and 9 (basin and valley). Under Title 24, a flat or low-slope roof must meet the cool-roof standard (about SRI 75) on a re-roof of 50%+ or 1,000+ sq ft; steep-slope residential roofs in these zones are exempt. Fire risk is parcel-specific. The hillside and mountain districts — the Santa Monica Mountains (Bel Air, Brentwood, Pacific Palisades, Hollywood Hills), the Verdugo and Santa Susana foothills, and similar areas — are Very High Fire Hazard Severity Zones requiring a Class A roof assembly and ember-resistant construction (no wood shake). Many older homes here have spaced 1×6 sheathing; for a modern shingle or
tile system — and a Class A assembly — that often needs solid sheathing over it. A deck
inspection at tear-off tells us for sure.
