Northridge sits in the flat, sun-exposed middle of the West Valley. The heat and UV wear out south-facing asphalt slopes fast and dry out the underlayment under tile. Most of the neighborhood is postwar ranch homes and later two-story tracts, a lot of them under mature trees that drop debris into the valleys and gutters.
A lot of Northridge roofs were replaced or repaired right after the 1994 earthquake. Those roofs are now 25 to 30 years old and at the end of that cycle. On homes from that era we look hard at the deck and the framing, not just the surface.
What's on the roofs here: asphalt shingle on the ranch and tract homes around Devonshire and CSUN. Concrete tile on the later and rebuilt homes. Flat and low-slope over additions.
What we get called for most in Northridge: mid-1990s roofs at the end of their life. Brittle, UV-worn shingles on the south slopes. Valleys and gutters packed with debris under mature trees.

Energy / cool roof (Title 24)
Northridge sits in California Energy Commission Climate Zone 9. Under Title 24, Part 6, a low-slope or flat roof here must use a cool-roof product (aged solar reflectance of at least 0.63 and thermal emittance of at least 0.75, roughly SRI 75) when you replace 50% or more of the roof or about 1,000 sq ft or more. Steep-slope (pitched) residential roofs in Climate Zone 9 are exempt from the cool-roof requirement, so standard shingle or tile is fine. Small like-for-like repairs generally don't trigger it. Most of Northridge is flat San Fernando Valley floor and isn't in a Very High Fire Hazard Severity Zone, though some northern parcels near the Santa Susana foothills can be. Confirm your specific parcel. You can check any parcel on the CAL FIRE hazard-zone viewer.
Decking / sheathing
Many older Northridge homes were built with spaced 1×6 “skip” sheathing under the original roof. For a modern shingle or tile system, or a Class A assembly, that decking often has to be overlaid with solid sheathing, and any rotted boards replaced. Color & materials
Roof color isn't regulated by code. Where a cool roof is required you need a CRRC-rated product that meets the SRI, and those come in a wide range of colors, not just white.
