Energy / cool roof (Title 24)

The San Fernando Valley is in Climate Zone 9. Under Title 24, a flat or low-slope roof must meet the cool-roof standard (about SRI 75) on a re-roof of 50%+ or 1,000+ sq ft; steep-slope residential roofs are exempt here. See the California Energy Commission standards.

Fire (Chapter 7A)

The valley floor generally isn't in a Very High Fire Hazard Severity Zone, but the hillside edges — the Santa Monica Mountains to the south, the Santa Susana Mountains to the north, and the Verdugos — are, and there a Class A roof assembly and ember-resistant construction are required (no wood shake). You can check any parcel on the CAL FIRE hazard-zone viewer.

Decking / sheathing

Many older homes here have spaced 1×6 sheathing; for a modern shingle or tile system — and a Class A assembly — that often needs solid sheathing over it. A deck inspection at tear-off tells us for sure.
