Orange County Roofing.
Orange County is big and varied — the resort-district flat roofs of Anaheim (92801), the historic Craftsman homes of Old Towne Orange, the salt-swept peninsula of Newport Beach, the master-planned tile villages of Irvine, and the fire-exposed hill estates of Yorba Linda and Anaheim Hills. Samuel Roofing Inc. covers it as a family-owned, owner-operated contractor working within our ~60-mile Greater LA service radius. One standard everywhere: written pricing, manufacturer-spec installation, and every job documented from the air.
Climate & conditions
OC packs three roofing climates into one county. On the coast — Huntington Beach and Newport Beach — marine air and salt corrode fasteners, flashing, and metal, and flat-roof waterproofing carries the load on modern builds. In the foothills — Anaheim Hills, north Brea, north Fullerton, and Yorba Linda — homes sit in Very High Fire Hazard Severity Zones swept by Santa Ana winds, where Class-A fire-rated assemblies and ember-resistant detailing matter most. And across the inland flats, decades of sun bake the tile and shingle on tens of thousands of tract homes and the large flat roofs of the commercial corridors near Disneyland and the Platinum Triangle.

What we do here
The full scope, matched to each part of the county: roof replacement and roof repair, tile underlayment renewal for the concrete-tile tracts that dominate Irvine, Anaheim Hills, and Yorba Linda, fire-zone and hillside roofing with Class-A assemblies, flat-roof waterproofing (TPO, torch-down, modified bitumen) for coastal homes and commercial buildings, roof leak repair, residential and commercial roofing, storm-damage and insurance-claim assistance, emergency roof repair, roof inspection, and skylights, gutters, and chimneys. OC's master-planned communities are heavily HOA-governed, so we match approved tile profiles and colors and provide the documentation associations require. We're certified with leading manufacturers.

Roofing codes & requirements across Orange County
Energy / cool roof (Title 24)
Orange County spans Climate Zones 6 (coast) and 8 (inland). Under Title 24, flat or low-slope roofs need a cool roof (about SRI 75) on a re-roof of 50%+ or 1,000+ sq ft; steep-slope residential roofs are exempt in these zones. See the California Energy Commission standards.
Fire (Chapter 7A)
Fire risk varies by parcel. The foothill and canyon communities — Anaheim Hills, Yorba Linda, eastern Irvine, Brea/Carbon Canyon, and the canyons near the Cleveland National Forest — are Very High Fire Hazard Severity Zones requiring a Class A roof and ember-resistant construction; flat coastal and valley areas generally aren't. Fire is administered by the Orange County Fire Authority. You can check any parcel on the CAL FIRE hazard-zone viewer.
Decking / sheathing
Many older homes here have spaced 1×6 sheathing; for a modern shingle or tile system — and a Class A assembly — that often needs solid sheathing over it. A deck inspection at tear-off tells us for sure.
Permits & jurisdiction
Permits go through each OC city's building department; unincorporated areas go through OC Public Works.
Source: the California Energy Commission, CAL FIRE, and your Orange County city's building department. Roofing codes change and are parcel- and city-specific — confirm with your local building department before your project, or call us at (866) 685-3889 and we'll confirm it for you.
Common Orange County roofing-code questions
Do roofs in Orange County need to be Title 24 cool-roof compliant?
On flat or low-slope sections, yes, when you replace 50% or more of the roof. Steep-slope shingle and tile roofs are generally exempt in this area's climate zones (Zone 6/8/9). We confirm the rule for your address.
Is Orange County in a fire zone that requires a Class A roof?
It depends on the parcel. Hillside, foothill, and canyon areas are often in a Very High Fire Hazard Severity Zone that requires a Class A assembly and ember-resistant construction; flat areas usually aren't. We check the CAL FIRE map for your address.
Who issues my roofing permit in Orange County?
It depends on your city — each city runs its own building department, and unincorporated areas go through the county. We pull the permit through the right jurisdiction for your project.
Financing available for qualified Orange County homeowners
You don't have to pay for a roof all at once: financing is available for qualified homeowners, subject to qualification — written itemized pricing first, financing second, never any pressure. And because Title 24 cool-roof products are qualifying energy improvements, a Orange County re-roof that needs one may also qualify for PACE-style energy financing — ask us and we'll confirm what applies to your property.
